RTI accusing Centre & State over vacancy of IPS posts

An Right to Information (RTI) Act activist accused both Central and State government for not taking up the law and order issues very seriously or on top priority by citing the vacant posts of IPS cadre in the State. Urvashi Sharma, a RTI activists claimed that though law & order in the state is one of the biggest issues of concern for residents and visitors of this most populous state of the country, but it is not same for the central and state government who are bothered the least for keeping crime under control. She said that all this is happening despite UP having seen innumerable riots, spurt in crimes against women and what not on continuously deteriorating law n order front.

She claimed that reply to an RTI application filed by her revealed that more than 25% of sanctioned posts of IPS officers of UP cadre are lying vacant. All this when 73 MPs including PM Narendra Modi and Home Minister Rajnath Singh have reached Parliament from Uttar Pradesh. She claimed to have perceive this as the main cause of problems related to law n order in UP as due to this shortage of IPS officers, many officers have been given charges of more than one post who easily escape accountability on the pretext of being overburdened.  Neither Modi, Rajnath or MPs of UP has done anything for speedy filling of these posts nor has Akhilesh Yadav, CM of UP has shown any concern in this matter which directly affects law n order, she claimed.

As per the RTI reply, cadre strength of IPS officers in UP is 517 out of which only 386 ( less than 75%) posts are filled up and 131 posts (more than 25%) are vacant. Urvashi also said that SC community in the State has not been able to attain proper representation in IPS cadre as only 52( less than 14%) are from SC and 15( less than 4%) are  from ST category. Not only this UP has seen rise of Mulayam Singh Yadav’s Samajvadi Party (SP) which ruled state many a time on MY (Muslim+Yadav) or Muslims and OBC community support but when it comes to selection at IPS, even these two communities are at losing ends as 73(less than 19%) working IPS are from OBC community and 11 (less than 3%) are muslims with 10(less than 3%) are of non-Muslim minorities. RTI reveals that 246 out of 386(more than 63% )IPS are from General Category.
